农业类科研单位改制存在的问题和对策
【摘 要】面对新形势,农业类科研单位正是在事业单位分类改革的大背景下,进行针对自身条件和问题的制度改革。论文认为在改制过程中存在改革单位性质难取舍、管理体制和成果转化三大问题,并提出相应对策,农业类科研单位要针对自身条件选择公益类别,并就管理体制作出相应改革,建立现代化企业管理制度,力争提高成果转化效率,从而提高科研和工作效率。
【Abstract】 In the face of the new situation, it is just under the background of the classification reform of public institutions that agricultural scientific research institutions carry out institutional reforms aiming at their own conditions and problems. The paper considers that there are three major problems in the process of restructuring: the nature of reform units is difficult to choose, the management system and the transformation of achievements, and puts forward corresponding countermeasures, such as agricultural scientific research institutions should select public welfare categories according to their own conditions, make corresponding reforms on the management system, establish modern enterprise management system, and strive to improve the efficiency of transformation of achievements, so as to improve the efficiency of scientific research and work.

2011年3月23日,中央出台《关于分类推进事业单位改革的指导意见》(以下简称为《意见》),全面启动事业单位改革,试图调整规范政事关系,改革核心在于事业单位的分类改革,改革较好地适应了新形势的发展,有助于理顺政府与事业单位的关系,有助于事业单位发展。根据中央文件精神,农业类科研单位启动了单位改制,取得了较好成效
